The City of Marina is committed to providing you with a benefit plan that meets your needs, no matter where you are in life. To understand your coverage options, make sure to take some time to review the benefit materials set forth below. Include your spouse or partner in the review, especially if they will be covered under the City’s plans.
The elections and changes you make during this Open Enrollment period will go into effect on January 1, 2023. Open Enrollment for the 2023 benefit year will run from September 19, 2022 through October 14, 2022. This is your opportunity to review your current benefit elections and make changes without the necessity of a qualifying life event such as birth, death, divorce, marriage, or loss of coverage. During Open Enrollment you can:
- Change your health plan choices
- Add or drop eligible dependents
- Enroll or re-enroll in the City’s Flexible Spending/Dependent Care Accounts (FSA/DCAP)

Actions To Take During Open Enrollment
Ø You can change medical plans and add or remove a dependent. If you have changes, please complete the Benefits Election form located in the FORMS tab below. Complete, date, sign and email the completed form to firstname.lastname@example.org. You may also mail or personally drop it off at our Human Resources Department.
Ø If you are currently enrolled in the City’s Flexible Spending Account or the Dependent Care Account, and you wish to re-enroll again in 2023, YOU MUST COMPLETE THE FSA/DCAP Enrollment Form located in the FORMS tab below. The 2023 Flexible Spending Account health plan maximum amount is $2,160, and the dependent care (DCAP) plan maximum per family is $5,000.00. Complete, date, sign and email the completed form to email@example.com. You may also mail or personally drop the completed form off at our Human Resources Department.
If this is your first time enrolling in the City’s Flexible/Dependent Care Accounts (FSA/DCAP), AND you want more detailed information about how the plan works, please click on Employee Benefits Guide. You may also email firstname.lastname@example.org or contact Human Resources at 650-587-7300, Ext. 88 for additional assistance and information.
Ø All changes and forms must be received by Human Resources no later than 5:00 p.m., on October 14, 2022.
Ø If you are NOT currently enrolled in voluntary life or AD&D insurance coverage, you may elect and enroll up to the maximum amount allowed per your bargaining unit. That information can be found by clicking HERE. To enroll, please complete Standard’s Life Insurance form available in the FORMS tab below. Date, sign and email the completed form to email@example.com.
Ø If you are NOT enrolling in the City’s FSA/DCAP accounts, and you DO NOT have any changes to your benefit plans or level of coverage, there is no need to fill out any forms and NO ACTION is required from you at this time. Your current 2022 medical plan elections will continue into the 2023 Plan Year.
ALL ENROLLMENT FORMS AND DOCUMENTATION MUST BE RECEIVED BY HUMAN RESOURCES BY THE FRIDAY, OCTOBER 14, 2022 DEADLINE.
Forms not received or postmarked by Human Resources by the deadline may not be processed. This includes forms mailed but not delivered to Human Resources by the October 14, 2022 deadline. Therefore, it is important to submit all forms and documentation by the Open Enrollment Closing Deadline of 5:00 p.m., on October 14, 2022.

After Open Enrollment closes, unless you have a “qualified life event”, you cannot change your benefit elections until the next Open Enrollment period in 2023.
