CDBG Background
Community Development Block Grant (CDBG) funds can be used for a variety of activities that improve housing, public health, and economic opportunities for low- and moderate-income people.
Housing
- Rehabilitation: Rehabilitate residential and non-residential structures, including single- and multi-family homes
- Construction: Construct new housing, including shelters for people experiencing homelessness
- Rental housing: Acquire rental housing or provide homeownership assistance
Public health and safety
- Lead-based paint: Detect and remove lead-based paint hazards
- Economic development: Promote economic development, including job training and business assistance
- Energy conservation: Improve energy conservation and use renewable energy resources
Other activities
- Real property acquisition: Acquire real property
- Demolition: Demolish structures
- Infrastructure: Improve infrastructure and public facilities

Pro Housing Designation

Emergency, Transitional, and Supportive Housing
Visit the Housing Resource Center of Monterey County website for a variety of resources including homeless prevention services, home ownership education and counseling, and fair housing.
The Coalition of Homeless Service Providers is a hub for homeless services. Their mission is to eliminate homelessness in Monterey and San Benito Counties by promoting regional partnerships and interagency collaboration for a comprehensive system of housing for our diverse population. The Coalition publishes an annual Resource guide to all local and regional homeless services, and emergency, transitional and supportive housing opportunities.

Affordable Rental Housing
The City maintains a listing of rental units available at different affordability levels. Visit the Below Market Rate Rentals page for a complete listing with contact information.
Below Market Rate Homeownership
The City of Marina has established a Below Market Rate (BMR) Homeownership program. This program is adopted to implement and administer the Inclusionary Housing Units that are required within the approvals of new housing developments with the City. An Inclusionary Housing Unit is a home that is reserved for sale to people and families that meet certain income requirements.
Sea Haven BMR Homes for Sale
Visit the Below Market Rate Homeownership page for program criteria. From September 8, 2023 to October 8, 2023, the City held application window for interested purchasers of a Below Market Rate home could submit their interest and qualifications to be included in a lottery to establish the rank order in which potential buyers will be able to purchase a new home in the Sea Haven community. The results of the lottery can be found on the Below Market Rate Homeownership page.
Applicants that are on the interest list will be offered a unit for purchase on a first come first serve basis after the Lottery Rank Order Lists are exhausted. Many people on the Lottery Rank Order Lists may not qualify or may not wish to purchase when homes are made available to them. Please submit your interest to be on the list to have your opportunity! Register to be included on the Interest List.
