A1 NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by the City Engineer of the City of Marina, located at 209 CYPRESS AVENUE, MARINA, CALIFORNIA, until 2:00 P.M. on Tuesday, September 24, 2024, for furnishing all labor, equipment, materials, and other items necessary to execute the

City of Marina Buildings Blight Removal 2024 Project

The goal for this project is for the abatement, proper removal, and disposal of:

  • Five barracks, four storehouses/administration, and four mess buildings and miscellaneous debris at the site located along Second Avenue and Third Street. Location 1, (Base Bid)
  • A garrison firehouse located along Fifth Avenue and Ninth Street. Location 3 (Base Bid)
  • Four barracks and two storehouse/administration buildings and miscellaneous debris at the site located along Eleventh Street and Twelfth Street Avenue. Location 2, (Additive Bid 1)

The work in general is not limited to; installation and maintenance of BMPs from Storm Water Pollution Prevention Plan, tree protection and protective fencing. Tree removal and trimming as shown on the plans and further described on the Specifications and Tree Removal Permit and Arborist Report, Attachments 2. Abatement, and proper disposal of all hazardous materials on the sites described on the attached Pre demolition Hazardous Material Inspection Reports, Attachment 1 and removal of buildings on the three sites shown on the plans. Also included are removal and disposal of roadways, walkways and building foundations, rough grading, and site restoration.

The Contractor shall perform all work necessary to complete the City of Marina Buildings Blight Removal 2024 project in their entirety in accordance with the Contract Documents.

Time for Completion - All work under this contract (Base Bid plus Additive Alternative) shall be completed before the expiration one seventy-five (75) working days from the date specified in the Notice to Proceed.

  1. Sixty (60) working days for Base Bid
  2. Fifteen (15) working days for Additive Bid 1.

If Contractor shall be delayed in the work by the acts or neglect of Owner, or its employees or those under it by contract or otherwise, or by changes ordered in the work, or by strikes, lockouts by others, fire, unusual delay in transportation, unavoidable casualties or any causes beyond the Contractor's control, or by delay authorized by the Owner, or by any cause which the Owner shall decide to justify the delay, then the time of completion shall be extended for such reasonable time as the Owner may decide.

Liquidated damages amount per working day shall be as specified in the Special Provisions. All Federal holidays and City holidays observed during construction shall not be included on the construction timeline specified. Time extension for weather and City delays will be granted accordingly.

All contractors submitting bids must have a valid as of the date of bid opening a California Class "A" or "B" contractor's license. Hazardous material abatement shall be completed by a licensed C-22 contractor or BCP Section 7058 asbestos certified and DOSH registered. Building demolition shall be completed by C-21 licensed contractor and Tree trimming shall be performed by C-61/D-49 contractor's license.

Review the project technical specifications for the proper contractor certifications necessary for this project.

A mandatory pre-bid conference and site inspection is scheduled on August 26, 2024, at 9. a.m., the meeting location shall be Location 3, SE corner of Ninth Street and Fifth Avenue, Marina CA. Bidders are required to sign and submit Temporary Right of Entry and Release of Liability, Attachment 3 of the Specifications, to participate in the pre-bid conference. Email Temporary Right of Entry and Release of Liability to elviec@wallacegroup.us before the pre-bid conference or submit hard copy before entering the sites.

The bid proposal, which includes completed form A3 through AS, and copies of signed addenda acknowledgement, if any, must be submitted with the bid. Sealed bid proposal can be submitted in person or priority mail and packages must be clearly marked on the outside as follows: "City of Marina Buildings Blight Removal 2024 Project and the date of the bid opening.

Bidding Documents are on file and public may download from the City website, https://www.cityofmarina.org/bids.aspx. To download bidding documents, you must contact the City Public Works Department (831-884-1212, or email elviec@wallacegroup.us) to be included in the plan­ holder list. Hard copies can be obtained by calling (831) 884-1212, for a non-refundable sum of $100.00 for each set of Plans and Specifications. An additional postage charge of $20.00 for mailing.

Potential bidders, subcontractors and suppliers are responsible for reviewing the complete bidding documents, including all addenda, prior to submitting their bid. Proposals will be read aloud at the time of the opening of bids and will be available for inspection at that time. Bid proposals will be opened and read by the City Engineer or their designee via a live video feed. Bidders may join the bid opening in person or through an online video conferencing application. Virtual bid opening credentials will be sent out through an addendum.

This Contract will be subject to compliance monitoring and enforcement by the California Department of Industrial Relations, pursuant to Labor Code section 1771.4. Under California Labor Code section 1771. 1, as amended by SB 854, a contractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted for a public work unless the contractor and its subcontractors are registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code. The Bidder and its Subcontractors must be registered and qualified to perform public work pursuant to section 1725.5 of the Labor Code, subject to limited legal exceptions under Labor Code section 1771. 1.

Attention of bidders is called to the fact that effective January 1, 1977, the Director of the State Department of Industrial Relations is required to determine the general prevailing rate of minimum wages to be paid to the various craftsmen and laborers required to construct said improvements. The City Council is cognizant of the prevailing rate of per diem rates and the general prevailing rate for holiday and overtime work in the locality in which the public work is to be performed for each craft, classification or type of workman needed to execute this contract and has made this information a part of the Specifications and Contract for said work by reference thereto.

Pursuant to the provisions of the California Public Contract Code Section 20103.8, City reserves the option to award any or all the additive bid items in addition to the original contract after the lowest responsive and responsible Bidder has been determined, should the City later obtain additional funding for additive alternatives not awarded with the original contract.

The City Council reserves the right to reject any or all bids and to determine which proposal is, in its judgement, the most responsive bid of a responsible bidder and which proposal should be accepted in the best interest of the City. The City Council also reserves the right to waive any informality in any proposal or bid.

Proposals received after the time announced for the opening will not be considered. No bidder may withdraw his bid after the time announced for the opening, or before the aware and execution of the contract, unless the award is delayed for a period exceeding ninety (90) days. No telegraphic proposals will be accepted.

Contract award will be made to the lowest responsive and responsible bidder based on Base Bid plus Additive Bid 1.
