The City administers the Landscape Maintenance contract for three (3) Special Districts:
Cypress Cove II Landscape Maintenance District
Seabreeze Landscape Maintenance District
Monterey Bay Estates Lighting and Landscape

Pursuant to Streets and Highway Code §22594 and the Landscaping and Lighting Act of 1972, the City of Marina has approved Landscape Maintenance Districts to maintain certain landscaping and lighting improvements as required of New Developments.
The Landscaping and Lighting Act of 1972 requires an annual update report to be prepared which includes the costs to maintain the improvements of the Districts and what the proposed assessments will be to provide for that maintenance. These reports and their proposed assessments are approved annually by the City Council through Public Hearings. Residents living within these Special Districts are notified in advance of the Public Hearing for their attendance and/or comments.
The City also administers the Maintenance contracts for two (2) Community Facilities Districts (CFD):
Locke Paddon Point CFD
The Dunes CFD
Community Facilities Districts, developed under the Mello-Roos Community Facilities Act of 1982, allows the City to establish CFDs for financing of public improvements and services. CFDs do not require an annual report or Public Hearings, but the City Council approves the proposed annual assessment.
